Because they can't hear it ....it's visual hence "SIGN" language.......

My kids are taught sign language at school. The use that movement to indicate finished or all done.

Didn't obama visit some african country recently, and there was a sign language interpreter standing next to him interpreting his speech.......but it turned out the interpreter didn't even know sign language and was just making the shite up as he went?
