You were in the right spot.
Right now, through mid-May, that section is the Delayed Harvest section and well-stocked, catch and release only, artificial only (no treble hooks).
Right now the snits are stupid and will bite your Y2k. By April, they'll be closer to 16 inches and a little bit smarter. The fish can't migrate up to Burrell's Ford because of Big Bend Falls. The Brown spawn is over so there's no sense in hiking up to the gorge either.
Normally, on weekends and through the holidays, it's the 28 area that is crowded, so much so that I eventually stopped going during the DH, as I can only go on weekends for the most part.
As far as the Soque, 99% of it is private property. Wealthy people hire guides who have arrangements with some land owners to catch pet trout that have been pellet-fed to obesity. The 1% of public area on the Soque is fished out by local people.
Was the local flyshop the Stumphouse convenience store? Or is Cousin's open again?

I went to The Chattooga Fly Shop, its right there in Mountain Rest, SC to the right of some gas station, before you hit the mountain hills. The owner ties flies and has a fly that glows under black light, supposedly fish see in that color. I have some expectations on that fly!
