This isn't based just on ratings. (Tyrann Mathieu was a 3 star for instance) I've got Ricardo Louis in here and he is a low 4 star on scout but I think he is an animal.

Where the hell did you get those #'s from?
On Scout he was a 3* and ranked as the 31st best CB.
On Rivals he was a 4* and ranked as the 13th best CB.
On ESPN he was a 3* and ranked as the 36th best CB.

On Rivals he was rated as a 3* until either right before signing day or shortly after.
