He never built a program back but he did build a shitty program into a pretty decent one at OSU. Plus he would get UT in just about the same condition Saban left LSU.

Texans take themselves way too seriously to take Les even though he is probably the best option for them.

texas will not go after a coach from a school with as little history as LSU has...they will go after an established coach from a school with tradition
