No, Harbaugh was already a proven HC in CFB and the NFL.
Herman has done well but noone knows how he'll do at a top program in a pressure cooker like the SEC

Yes, hiring UH's coach will be the same as hiring a coach with a BCS Orange Bowl win, NCAA coach of the year, NFL coach of the year, back-to-back NFC West titles, and a Super Bowl appearance.
