Because Shaw jumped up into the air to pass over Rasco. He wasn't picked up. The tackle was already in affect and it is hard to stop a full head of steam in mid-tackle. The tackle occurred shortly after the pass. It wasn't late.

Yeah, I believe all of the contact was legal - I didn't like that it appeared he was driving Shaw's head towards the ground, in somewhat of a Nick Fairley-fashion, but the awkwardness of the contact after Shaw jumped accounted for at least some of that.
The Lamar Louis hit, that appeared a small tick late in slow motion, was much more of a conventional tackle and while it might have been called late (and been a fair call - this is the one that Spurrier campaigned for), it was close enough to be a non-call (and also a fair non-call), but was much less likely to have caused injury - that was just tackle football.

What? Watch it again. Shaw clearly jumps and is in the air before Rasco hits him. It's His own damn fault.
