FPI and Vegas both look at analytics and advanced metrics (taking out the bias) to determine who will win the games. Arkansas' best victory this year is against Ole Miss, who has beat the likes of Wofford, UGA, and Memphis. Unlike the pollsters and casual fans the computers realize this is not an impressive win. They also know how bad the Big 12 and TCU is.
Likewise the computers love Auburns win over LSU and don't take part in laughing at them because they fired their coach. This is a classic case where Vegas is looking to take a lot of people's money who are betting against a home team coming off a bye playing against a very average team that happens to be ranked higher.

The line is to get both sides of the betting equal, so it means the books think that's what the general public thinks.

Because Auburn has a great DL and pass defense while Arkansas has a pretty bad one.

Vegas does not try to take peoples money by setting them up to bet a certain team. They balance their books and they make money regardless of who wins.
