Several disciplines translate well to football and sport, including Exercise Science, Kinesiology, Sports Management, Education and Pedagogy, Exercise Physiology, Psychology, Health and Wellness, etc.

A large part of academia is the empirical and theoretical research that fills the gaps in the literature with regard to various hypotheses and research questions. Most--if not all--of the content areas I listed would/could allow for football studies. Few, if any, universities could support an entire academic program based on one particular sport. Economics alone would be an issue.

That said, if your (or any) university is interested in attempting it, more power to em.
