First - assuming the refs are going to consistently enforce and call the penalty the same across all teams and conferences (I know - chance in hell - but for discussion purposes).

List your top 3 changes to how penalties are enforced.

Mine are:
1) Targeting - needs 2 levels
2) Pass interference - handsy play after 5 yards should stop; especially with the ball in the air - for both offense and defense
3a) Offensive line holding - hands outside the shoulder pads is holding -
3b) Ineligible receiver downfield - 1 yard past line of scrimmage period
3c) Remove QB bubblewrap - they're playing football and they have the equipment on... they can get hit

Yeah, I went past 3, but I figure this will turn into a shitshow of people whining about other teams, so whatever...

No ejection for targeting. You want to flag them, fine. But this subjective targeting rule is crap.

Umps, officials and refs who make blatantly bad calls that are blatantly bad should have their peens cut off and stuffed up their butts.

Neither of which apply to A1abama football.

Holding is the big one for me. I don’t event know what the definite anymore. I knew what it was back when I played, but now, no clue. I like your idea though. I also think that any grabbing of jersey should constitute holding also.

That they actually enforce the rules?

I don't know about any grabbing of jersey. We were always coached to grab jersey/shoulder pads inside the shoulders and direct traffic from there. Once the hands got outside it was assumed a flag was going to fly.

More offensive PI calls. They have really let the WRs get away with pushing off the last ten or fifteen years. By contrast, if a DB breaths on a WR, he gets flagged.

I am sure this was a policy decision by the governing bodies to encourage highlight friendly pass plays, but it has totally neutered defenses in pass coverage.

Do a yellow/red card system for targeting

You were taught how to hold and get away with it.

No argument there. But I also did a lot of head slaps on defense that would really be frowned upon these days.

This would be my first choice by a long shot. Offense has enough advantages without it.

Definitely holding. It’s just a complete joke at this point.

Disagree. I’d let them be more physical if anything

So it's ok for the 285lb TE to shove the 195-210 DB out of the way to catch the TD? Must not be a Saints fan.

I'd allow holding and remove illegal formation.

I see you've never had to pass block.

You said “handsy” play for the offense AND defense should be called. That’s not the same thing as what you just described. Being handsy is not the same thing as blatantly shoving players out of the way.

I don’t want to see more PIs called as the defense is already hamstrung enough with the rules now. And no, I’m not a Saints fan, as if that’s even relevant

The penalty should be player sat out the rest of the series and the following series then he is allowed to return and compete. If he targets again he gone.

I dunno about the small stuff. But I'd like to see Clemson football get the death penalty for their shady PED use...
