Nobody is perfect of course. But what teams do you think genuinely distance themselves from impermissible benefits to recruits and not just "laundering" the benefits so that the school can at least have plausible deniability of the actions of alums.
Lets stick to Power Conferences and Major Independents.
My Best Guesses
SEC
1. Vandy
ACC
1. Wake Forest
2. Duke
3. Virginia
Big 10
1. Northwestern
2. Purdue
3. Maryland
Big 12
1. Kansas
Pac 12
1. Stanford
Others:
?
And honestly, a few of these I had trouble putting on the list.

LSU s the only clean school in the SEC.

When you say clean, do you mean all the players are "clean", or do you mean all the coaches have no reason to believe their players aren't "clean"?

Probably none if your threshold is zero tolerance.

Bama and A&M are currently the two cleanest programs in the SEC.

Nobody is squeaky clean, but I think UGA under Richt was cleaner than most (in the cheating sense; clearly not clean in the arrests for petty shite sense).
Now under Kirby? I don't know and I don't wanna know.
Vandy under Mason may be clean but it shows on the fied. Vandy under Franklin was as dirty as a place like Vandy could get.

very true- i think there's probably a vast difference in the level of cheating some do in comparison with others.

None do, but I think MOST have a goal of doing it. I don't think there are many programs that are blatantly planning and scheming ways to break NCAA rules from the top down.

the ship sailed on the private schools being squeaky clean in the 1980's.

All the SEC schools except Ole Miss and Alabama run tight ships and do things the right way IMO

Vandy is still dealing with the aftermath of a gang rape how is that clean?

None of them. I've seen DIII schools cheat.
