I believe it is a calculation of what the score would have been if all 28 voters had voted the same for each slot and the fluctuation between that score and the actual score achieved. Sort of a "variance from the ideal" concept.

Just a quick visual without doing full linear regression and searching for variance around the mean. By chance or intent most spots are within 0-4 for each of the 14 possible ranks (without doing all the math, my gut feeling is the R score would fall between 1 and 4). While expected value for spot #13 should be the closest to 0 it is not. The top 4 and bottom 4 are all in the range except this one which seems to indicate wider voting variance for the teams above spot #13. Clearly spot #6 is the outlier but is it just that team or the divergence of opinion of teams in slots #4 - #8.
Just did not want to hit folks with that much math this early in the morning.
