3. Early official visit limitations -- Under this proposal, football recruits could take official visits only in April of their junior year of high school. Currently, those visits can take place any time from April 1 through late June.

Not sure what the point of this one is. Some kids and parents have school and work obligations and limiting official visits to April is certainly not going to help them. I'm not sure it helps the schools either so what's the point other than making officials difficult and quite possibly limiting the number a kid can take by shortening the time frame.

I'm going to play devils advocate and say that schools spend way too much time and resources maintaining a verbal commitment from a kid who would sign in December if allowed. Latest greatest example is Najee. Kid was a solid commitment for over a year. He would have signed at the first opportunity. But instead we had to continue to recruit him because Harbaugh was whispering in his ear every chance he got. If Najee is signed and off the market, we could have used those resources to pursue someone else, maybe a CB. It works both ways.
