Offenses could exploit the shite out of that. A player signaling a sub out would be ineligible to interfere with any aspect of the game, regardless of where he is located. Make him keep his fair-catch had up until he leaves the field. There are ways to work it out to prevent interference, or just make sub interference a 15-yard penalty. Problem solved.
