UGA consistently signs top talent, top talent that consistently underperforms on the field. What gives, what's the underlying reason? Is it the Dr. Feel Good, Drug Life culture that permeates throughout their athletic department, more preciesly their football team. JHC is the latest in a long line of UGA players to be ousted or suspended because of persistant drug abuse. It happens to at least one player every year.

All true. Clearly UGA has cornered the market for players who use drugs. As for the underachievement moniker, you basically answered your own question; no one should be surprised that drugged out players don't perform at the highest level.

Why is it more prevelant in Athens?

The top Party City college town. During the World's Largest Outdoor Cocktail Party aka the Georgia/Florida game, the party is moved from Athens to Jacksonville.

Why not Knoxville, Tuscaloosa, Gainesville?

Not the top Party City college towns.

s/OLB JHC - Drug dismissal
WR - JustinScottWesley - Drug suspension
Zander Ogletree - Dismissed "Encouraged to transfer graduate after test.
Flourney-Smith - False Crime Report, Drugs, Dismissed "Encouraged to transfer"
LB Alec Ogletree, Jr.:multi-game suspension for team rules violations. Drugs.
FS Bacarri Rambo, Sr. multi-game suspension for team rules violations. Drugs
Crowell, already mentioned, drug suspensions and then felony firearms possession.
TB Carlton Thomas, Sr.: Three separate one-game suspensions in 2011. drugs
CB Branden Smith, Sr.: Faces suspension of at least one game for arrest on marijuana possession
TB Washaun Ealey, Sr.: Transferred to Jacksonville State after multiple disciplinary run-ins at UGA including weed.

Then you have Justin Houston (DE),
Bruce Figgins (TE) and
Tony Wilson (WR)

Most all these guys were 4 or 5 star players on one site or another. USC and a bunch of other schools have players arrested also, but uga has an exorbitant amount of highly rated players get in trouble for drugs.

And how many times did the Colquitt punter have to be caught for various alcohol infractions before an eyebrow was lifted in his general direction by the program?

Not been said on this Jimmy Rustlin' post, is that fact that Athens lies an hour and a half from Atlanta, which according to Forbes magazine is the drug traffickin' hub of the East Coast. When in athens you are never far from any drugs you can want, unlike say Oxford or Starkagistan, where you are lucky to find weed on 4/20.

Athens is a magical town for drugs. Sort of like Disneyland

That's actually a really good point that I've never thought about given that I've lived in Athens for 8 years.
