Can a hold be considered okay as long as it doesn't directly impact the play?

By the letter of the law? No. It happens. Some of it I get because we don't want a hold on every play, but way too many holds get ignored or missed.

From day one of peewee football you teach O linemen to hold on the inside of the jersey.

Hands on the shoulders and steering is bad

Hands on the chest and pushing is good

Pretty simple actually

What is really hard is what they let WRs get away with blocking on the outside and on the second level

This! I've always wondered why they call penalties other than personal fouls that a by referee judgement has no. Impact on the outcome of the play. Ex:block in the back 25 yards behind the guy running in for the td.

On the flip side, I always wondered why offensive players even come close to holding when they know where the play is going.

Man they literally hold every play... All good olines just get away with it.

The only way to stop holding is go back to the old rules from the 70's and outlaw any use of hands..you used your forearms and shoulders to block.
