From what I saw they arent

It went

Duke
Northwestern
Vandy

In that order. Worth noting, Duke is 4-7 while Vandy and NW are 5-6

Congrats to Kentucky for finally getting over the hump and making a decent run at the East this year.

Kudos as well to USCe for making a bowl game when most folks thought they would be a disaster.

Has nothing to do with APR. Both, along with Army have special circumstances. Key word is "and".

Army, South Alabama, and the best APR teams with 5-7 records will qualify if not all teams win. Hawaii will also qualify if they win their final game and there are not enough bowl eligible teams.

^ Army is 6–5 with two wins over Football Championship Subdivision opponents. Only one win counts toward bowl eligibility. Army can be officially eligible by winning final game vs. Navy. Army will qualify for a bowl with a 6–6 record only if there are unfilled bowl berths.

^ South Alabama is 5–5 with two wins over Football Championship Subdivision opponents. Only one FCS win counts toward bowl eligibility. South Alabama can be officially eligible by winning final two games. South Alabama will qualify for a bowl with a 6–6 record only if there are unfilled bowl berths.

Well a lot of times the extra bowl practices can help the younger players. Unless the team has already quit, you should always accept the invitation.
