Most of it was Dooley's but Butch certainly should have made the oline his biggest priority from day one.
Point is Beliemna has peaked in year three with what kind of players he will have to work with while Butch has not. Beliemna is too busy at the buffet line while Butch is recruiting.

You realize that Dooley recruited ZERO lineman? That's not hyperbole. We were the only P5 team to go full cycle with no lineman (in all of CFB only two teams, us and some team no one's ever heard of, did this). Dooley did this knowing his entire line was about to graduate and/or turn pro.
We replaced both the entire OL and DL before a season because Dooley recruited zero lineman.
