I'm sure she politely asked them to please not whistle at her dog and they just called her a bitch for no reason. Glad you were there and saw it go down. Idk if you know anybody with PTSD but they can come across as huge assholes when dealing with people they don't know. But it's such a dick move to whistle at a dog
