A) ESPN hasn't released how to calculate it.
B) It's not a mathematical equation. Opinion-influenced factors are inputs into the QBR equation as well.

Bo's is lower from sacks and turnovers. I'd hate it too if I were OM. Other than "Experience" he really isn't bringing back anything special.
I guess knowing what you're getting could be a good thing as well.
Bo's QBR is extremely high in a few games (Vandy, LSU) but his bad games are REAL bad.. Some of that due to shoulder pain / flu I'm sure ;)
