You want better refs in the NCAA, do exactly what the NBA does.

it would quickly deteriate and no meaningful dialog would be accomplished. then, refs would probably organize and go on strike at the worst possible time.

in short, nothing good would come out of this; it's a terrible, terrible idea. sad

$60k per year is a pay cut for most of these guys. 1 SEC bball game pays $3300. Considering the 'big boys' call 20+ SEC games on top of other major conferences they call in... Do the math.
