SEC vs ACC / B1G / B12 / PAC in fall of 2013 and the 9 conference game model

With other conferences making a big deal about going to 9 conference games does any other conference play this many teams from the other 4 power conferences?
ACC = 9 games
Alabama vs Virginia Tech
Florida vs Miami
Florida vs Florida State
Georgia vs Clemson
Georgia vs Georgia Tech
Kentucky vs Louisville (moving to ACC)
South Carolina vs North Carolina
South Carolina vs Clemson
Vanderbilt vs Wake Forest
B1G = 2 games
Arkansas vs Rutgers (moving to B1G)
Missouri vs Indiana
B12 = 3 games
Louisiana State vs TCU
Ole Miss vs Texas
Mississippi State vs Oklahoma State
PAC = 2 games
Auburn vs Washington State
Tennessee vs Oregon
I count at least 16 games with only TAMU not playing an OOC game against a team from the other 4 power conferences. At least 3 SEC teams (Florida, Georgia, and South Carolina) will play 2 such games.

If you count Notre Dame, the ACC does

SEC will use the extra inventory of a 9th conference game as a negotiation chip in the next round of talks.

Oregon goes to Virginia and Cal plays tOSU and that is just off the top of my head.

That part makes sense but are the other ACC schools keeping up their part?
I just looked at the Big 12 and they are pitiful!

Iowa State plays in state rival Iowa (B1G)
Kansas plays none
Kansas State plays none
Oklahoma plays Notre Dame (ACC / IND)
Oklahoma State plays Mississippi State (SEC)
TCU plays LSU (SEC)
Texas plays Ole Miss (SEC)
Texas Tech plays none
West Virginia plays Maryland (moving to B1G)

This season is actually not typical for the SEC. I read two or three articles that said most years the ACC plays the most games against power conferences. Most years around 54% of the ACC OOC games are against AQ teams while the SEC normally has the lowest number of OOC games against AQ teams. Normally the SEC plays about 28% of its games against AQ teams.

Oregon, California, and Southern Cal play 2 games but Oregon State, Arizona, Colorado, and Utah do not play any so that means only 12 games total. Odd that they are closer to the Big 12 but do not play a single game against them.

The utes play rival BYU (independent). Also, UW has big game against Boise who may not fit the definition but should. Likewise, a lot of pac schools are traveling to play mid majors like UNLV and SDSU.
