It's part of the Arkansas ethos.
It's a common trait amongst insular, defeated minorities. The dominant cultures that surround them give them little respect because they lack any sort of articulable power and are essentially noisome afterthoughts. Thus they create all this dumb bullshite about "flagships" and roll with the pejorative moniker of "Bert."
But unlike a truly defeated people, such as UK or Vandy, they still remember a time when they were pretty okay. Thus, their legends live on similar to the "battles" described in the oral histories of primitive tribes. They beat LSU every once in a while. They put on a great offense fairly often. They definitely have something to hope and live for, but it's in the same way that people in the Crimea think they are going to stop Russia from doing whatever the frick it wants.
Arky is the sad clown. They know they will get shite stomped, again, in the SEC and they know deep down that firing Petrino set them back further than they imagined. This is why they troll and antagonize so much; because they know it is sound and fury signifying nothing.
If they had a few more 0-8 seasons in the near future, they'd start to look a little less Kunta Kinte and a little more Toby Waller.

Because we are gonna run over every team in the SEC this year…starting with Auburn's shitty defense. We have the best offensive line coach in football. The best linebackers coach in the world. A nasty strength coach and one of the top secondary coaches anywhere. You better start believing….bitches
