Depends on the school. Some are hot, and some are not.

As to OP, pretty sure the Vols did well in the new players they are bringing online this season.

I kind of thought the same thing about Mizzou...they lost their all-world pitcher last year but had a whale of a recruiting class and should be good on their pitching for the next four years.
