NBamaAlum, believe it or not, after engineers evaluated & dissected Bonfire from every angle follwing the tragedy, it was determined that the old Army, "tee pee" style Bonfire you referenced was actually safer than the stacked/tiered, "wedding cake" design (below) that was used at the time of the collapse.

I guess my comment was more geared toward the individuals upon the actual pile. I could see from an engineering standpoint that holding true though.
