Also, why doesn't UTEP suspend the quarterback for hanging his receiver out like that? It's the qb's fault, not the safety.

No way that is illegal in any way. Landshark led with the shoulder and the receiver pulled and tucked. He brings his arms in drops his head. If the Ute would have attempted to catch that ball, odd are he would not have been knocked cross eyed.

He definitely led with the shoulder. I guess they are just going to say he didn't try to make a play on the ball when he clearly could have maybe?
