Alabama. Arkansas doesn't have the ability to win a National Championship. If the AP National Title was awarded after bowls, Alabama would have won the Orange, and Nebraska would have won the Cotton, as they would have been playing for something greater.
Actually that is really stupid. I you can't win your bowl, you don't deserve a National Title.
