You can blame corporate america who has given spanish-speaking people an avenue to do business in spanish. There is literally zero reason for spanish speaking foreigners to learn english when everything they need is offered in Spanish.

If that is true though, why not refuse much of the federal money? I've always heard texans brag that your state has a solid economy.
