The level of cheating is embedded in the culture at Bama. It not only happens but is expected. There won't be a scandal.

Saban is already the GOAT in CFB even if he doesn't pass Bear in all-time wins.

Wrong. They weren't ineligible until the NCAA deemed them so, THEN punished the school.
