Illinois is so far out in front of this list that they can barely see the rest of the country in the rear view mirror. California is easily second. Michigan and Ohio are viable contenders.

I would have thought Edwin Edwards would have put Louisiana over the top. That is one corrupt son of a gun!
When I lived in Louisiana, I would talk to some co-workers and everyone of them would sit around the break table and talk about how crooked Edwards was. Then they would all say they were going to vote for him for Governor next election.

I tend to agree with the criticism that judging the level of corruption by the level of convictions is, while perhaps the only objective way to do it, fatally flawed. In the most corrupt states, where corruption permeates the process, that corruption extends to prosecutors as well, so you simply don't have much prosecution of corruption, or at least not as much as you would with untainted prosecutors.

Illinois wins in a landslide. Any ranking that doesn't have Illinois first is completely incorrect.
