It's called a boot. Usually happens because of multiple unpaid violations. You have to pay a lot to get it removed and if you try to take it off yourself it's a felony I think.

One of my most impressive feats in college was only one ticket at Alabama. And that was my senior year.
And I had just changed my license plate back to Tennessee and so they didn't have me on record. I threw ticket away and it never showed up on my student account.

If he lives at Bryant, which is where pic was taken, he is given a parking pass by true school. My thought is he lives off campus but always comes and parks in the Bryant lot to hang with other football players.

He once ticketed me for parking on a city street that wasn't even part of the university. When I protested, they told me that I'd have to purchase a parking pass before I could appeal the ticket... (I'd didn't purchase a pass that semester because I could walk to class, but it was raining and I had a bunch of library books to take back).
