it's almost like soccer in a way... ref sees a foul is committed but waits a bit to see if guy who was fouled is truly impeded (i.e. gets to make a run in soccer or makes the shot in basketball)... commonly hear that referred to as "playing the advantage"
if he makes it... great keep playing

The refs let a lot of contact get by without calling fouls sometimes. Then others, they call a foul when there's no contact at all. Very inconsistent.
