No, the state is. The governor used "no football" as an example of what would happen if there is no funding for public schools and institutions. He figured football would get the people of Louisianas attention. He could have just as easily said "no crawfish" but that doesn't really depend on government funding so it wouldn't fit. Would of gotten their attention though.
