The easiest way to describe it is ranking resumes.

Ohio State is #13 because while their loss isn't terrible, their wins are all terrible. So their resume is good but not great.

TCU is #2 because they've now won @ Arkansas, @ Oklahoma State and vs West Virginia. They've played a pretty solid schedule so far and they are undefeated. Not many other teams would be able to do that. Their resume is very good.

Just means that if u had UGA schedule, it would be the hardest to achieve there record.

Yep - basically they have the #1 resume in college football right now, all things considered.
