why do you have to bring this to the board if you're so confident about it

You seem a bit shaken. Don’t worry, Kirby’s agent is probably using it for a massive raise.

Does Kirby's agent need any more leverage to get his client a substantial raise? All UGAs Administration has to do is look at every team in the conference other than Alabama to know what to do with Kirby's agent comes calling, including the new comers next year. If you're gonna have a program stability comes first and success is a close second. UGA has both in spades.

If they decided to have coffee why would they go to a public place like Wendy’s where people would see them and start speculation?
Kirby has a very nice house in Athens. I’m sure he has plenty of coffee and a place to talk

Simply put, UGA will match or exceed any offer Kirby gets from anyone else.
If Kirby leaves for another job, it won't be due to a higher salary. It will be due to him either getting into some sort of kerfuffle with the administration or wanting to challenge himself with a NFL job.
While we're talking about the latter, it's not something that seems likely due to the type of coach that Kirby is. He isn't like Todd Monken... an X's and O's focused guy who hates recruiting. Kirby seems to like recruiting and motivation, which is geared more toward the college game, rather than scheme and playcalling which transfers better to the NFL.
So while I'm not going to completely dismiss the idea that Kirby might want to try his hand at the NFL, it just seems unlikely until he gives some sort of clue that he has a desire to do that. His entire NFL experience so far was one year as a Safeties coach for the Dolphins under Saban. I'm sure he's had other opportunities as an assistant to test NFL waters that he never took.

No matter how successful someone is, sometimes they get bored at places and need new challenges.
Kirby might want the challenge of winning it all in the premier football league in the world, the NFL.
