It would take a lot more than flipping horizontal in Photoshop to make the pennants right-side-up. Most of them have the logo on the large end and the font tapers towards the small end. You'd probably want to keep the logo on the large end or else it would be tiny. And many of them are tied into the first letter of the school.

It could be done but looks like a PITA

The only time I did this was in the fraternity days when everyone would steal (or be gifted, but usually steal) rival fan gear (cups, magnets, etc.). Fraternity houses when I was in school looked like an SEC recruitment fair.
