Does the SEC rule of having a minimum 2 years to play for a transfer not apply to basketball?

I doubt Stokes would ever go higher than a late 1st round pick due to him being such a "tweener" or "undersized" for his position on that level. He is capable of making a roster as a 2nd round pick (most are not) or at the least being on contract with a NBA team while playing a year or two in the NBDL (more $$$ for him).

Corliss Williamson was also undersized/tweaner like Stokes, he had developed better handles and range after a few years in the NBA and had a long productive career, doubt he would have been a lottery pick today like back then.
