Hasn't been revealed who the filmer was an agent of. Hell, could have been one of our own fans.
All that was said was that a person got caught filming the whole practice.

I think it's far more likely that one of Gus' well-meaning fans/friends did this all on their own without him knowing.

I doubt very seriously in this day and age any school would film another school's practice. If caught, the penalties are severe. In this case, probably some bored fan who thinks he is a coach.
