Ok as a UGA student who is also 21 I'll give you a rundown of the bars that I like, and you'll probably like them as well.
Bourbon Street- used to be pretty much a freshmen bar but the atmosphere has changed. Good for country and rock music. Always start my night at Bourbon. Plenty of ladies.
City Bar- good mix of ages in City. Definitely a Greek scene if you're in to that.
9E's- I haven't actually had a good time there (only been once) but everyone else I know loves it. They play nothing but 90's tunes all night.
JR's Baitshack- right next to Toppers. Go upstairs. Usually a local band is playing. Great bar, always have fun.
WhiskeyBent- new bar that just opened a couple of months ago. It's hit or miss. Sometimes is is wall to wall with freaky girls. Sometimes it's a little more chill. Always had a good time. Great place to end the night if you're looking to take someone home.
Boar's Head- huge bar that sells hamburgers and hot dogs towards the end of the night. Will be empty before 12:30.
Generals- Freshmen bar but still fun. Southern atmosphere with Confederate flags. If you go order the Dixieland Sweet Tea, it's delicious and served in a mason jar.
Pauley's- low key place. Kind of small but great beer selection.

dude you hear bourbon is shutting down? not now but like after spring. whiskey bent is the new bourbon i guess. also, generals used to be one of my favorites but it seems to be dying which kills me.

Yeah I heard about Bourbon. I'm actually surpised it's lasted this long. Freshmen are just too scared to go out anymore. I like Bourbon the way it is now. Not too crowded. Upstairs is perfect for just chillin with your boys. You can actually carry on a conversation with someone instead of having to yell in their ear. Looks like City Bar and On The Rocks are gonna be my go to's for next year.

Moonshine and Sandbar are also pretty straight. Generals is sadly dying.

Your post makes me sad. I've never even heard of WhiskeyBent or Pauly's, 9Ds is obviously just a rip of off 8Es, and Generals is now the freshman bar? Damn...and I only graduated 2 years ago. I can't believe things have changed that much so quickly.

Thursday: Two Keys is where pretty much everyone goes. A lot of people go to Tin Roof a few doors down as well. Redmon's for live music.
Friday and Saturday: Tin Roof, Redmon's, Wildcat Saloon, Atomic (not sure if it's open yet for the season. Bad arse patio), Bluegrass Tavern, Cheapside, Horse and Barrel (older crowd but a nice chill bourbon bar). McCarthy's can sometimes be OK. Avoid The Penguin, it's awful 98% of the time.
eta: Keeneland opens this weekend through the end of April. Definitely hit it up if you have the time.
And when your drunk arse needs a good greasy meal for hangover recovery, head on over to Tolly Ho.

I think 9D's is under the same ownership of 8E's but I could be wrong. A lot of people haven't heard of Pauly's because it is smaller but it's a good spot. General's has been a freshmen bar for the last few years. Bourbon, General's, and Sideways have all been Freshmen bars and are all losing money by the fistfull.

Bourbon and Sideways were the freshman bars, but Generals was mostly a fratty bar. Still had a lot of the younger crowd, but not acting like tools like you see at bourbon.

I don't know if they've really replaced anything yet. They just offer a change of pace. Whiskeybent is going to be the new Bourbon whenever Bourbon is done. 9D's is just the new bar that everyone wants to go to now. It'll die out once the novelty wears off.

Oh. Um, WhiskeyBent is right next to Flanagans. Forget what used to be there. 9D's is where The Library used to be. Pauley's has been there as long as I've been going downtown. One of the first bars I went to because they never have a doorman. Down Clayton street on the left hand side.
