Cecil Newtons unending church "funding" hunt from 2008-2010

The following is a timeline put together by me extracted from the Newnan GA City Council Meetings from 2008-2010. [Notes] shown within the timeline are inserted by me for informational purposes only. The “source” of the Council Meeting Minutes is the City of Newnan, GA.
[Note: 2007-2008, Cam is at UF]
[Note: Cecil's church property: 115 Temple Avenue, Holy Zion Center of Deliverance; Newnan, GA 30263]
City Council Meeting Minutes from 2008-2010 concerning this property:
Sept 23, 2008: City Council Meeting Minutes
Newnan, GA City Council adopted resolution to have the property owner [Cecil] repair or demolish sub-par structure at 115 Temple Avenue.
Nov 25, 2008: City Council Meeting Minutes
Repair or demolish order from the City Council.
Dec 16, 2008: City Council Meeting Minutes
Public Hearing on the property; owner [Cecil] given 180 days given to repair or demolish.
[Note: 2008-2009, Cam is at Blinn JC; Cecil first meets Kenny Rogers]
Jan 13, 2009: City Council Meeting Minutes
Chief Building Official states that the cost to bring into compliance by means of repair exceeds 50% of assessed tax value.
Mar 10, 2009: City Council Meeting Minutes
No progress, no permits, no plans; resolution deadline 5/16/2009.
[Note: Somewhere in March Cecil made an extension request to the City Council (see 5/26/09 meeting notes) but there is no record of this first request in the City Council meeting minutes.]

Cecil Newton told the City Council that Contractor Anthony Paige will be able to complete the project and that he has a contract with him.

[Note: Nov 27, 2009: Cam, Cecil visit Miss St. Pay-for-Play scheme taking place. Miss St turns Cecil down; note "no progress" on 115 Temple Ave in the Council Minutes for the next 6 months yet Cecil told the Council on Oct 13 that he had obtained funding]
[Note: recall Cecil met Kenny Rogers almost a year earlier so he certainly had time to establish his relationship with him]

Cecil makes extension request of 120 days and indicated that they had “completed about 35%...” (the City disagrees and indicates that only 30 days work, or 20% had been completed – see below 4/27 and 5/11 Council Meetings)
Apr 27, 2010: City Council Meeting Minutes
Commercial building inspector indicated a total of 30 days of work has been completed on the substandard structure.
May 11, 2010: City Council Meeting Minutes
Chief Building Official informed City Council that about 20% of the work has been done. Mayor Brady indicates that he is done dealing with 115 Temple Avenue and instructs staff to place a stop work order on this project.
May 25, 2010: City Council Meeting Minutes
The Bishop [Cecil] reassured the City that he is in the midst of "securing financing" to fulfill the City's demands.
Jun 8, 2010: City Council Meeting Minutes
Rev Newton apologized for not attending the last meeting. He advised he has a letter from their engineer addressing the retaining wall and the exterior walls. He has with him certified bonds totaling about $12,000, and also has two letters of support.

so it seems a deal wouldve had to go down sometime in the summer of 2009, yet Cecil didn't meet with Rogers about securing cash for Cam until November.

That's been out for a while. Cecil turned over church records to the NCAA very early in this story. You'd assume they would have already investigated the assumption you're trying to draw wouldn't you?
If so, the Infractions Committe has the information and the NCAA reinstated Cam and is eligible with no conditions.
This story is over unless new information comes to light implicating Cam in knowing about the scheme, Auburn paying Cam, or Cecil soliciting Auburn.
