Scott's been awesome, but I can't necessarily say he got hosed. On the NCAA page, stats-wise, 2 punters were listed ahead of Scott and they're the ones listed on CBS A-A team. I know stats don't tell the whole story, but considering I didn't see either of the Utah or Idaho punters kick this year, can't say they were wrong...
