Best SEC state (football)

Spin-off of the other thread, more specific so as to generate better discussion. For sake of discussion I'm looking mainly at college and NFL teams, but high school should certainly be considered (if nothing else for recruiting; I'd weigh it more but I'm just not interested or concerned much with HS football, sorry).
Here's my list, flame away. Teams are not ranked within tiers.
Pre-emptive explanation for the main objection I'm sure will come: Alabama doesn't have an NFL presence and won't. If it did it would be tier 1. Notice that all the tier 1 schools have NFL teams and successful college programs. Also suspect that Mississippi may belong in tier 2 due to HS, but again, don't know the area.
ETA: Mississippi, not Missouri, in the previous sentence. Oops.

Texas
Florida
Louisiana
Georgia
Tier 2:
Tennessee
Alabama
Missouri
Tier 3:
Arkansas
Kentucky
Mississippi
South Carolina

What's wrong with it? Tier 1 = strong college programs and presence of 1+ NFL teams. Tier 2 = one or the other. Tier 3 = neither
