I wouldn't be surprised if the time were bullshite, but there are a ton of people who could beat Bolt in a 40-50m race, just like Catfish stated above.
Football speed and track speed are totally different. We used to rely a lot on football players, but their new training is based more on explosiveness. They very rarely have to be fast for 100 meters, that's why they run 40s and not 100s.

The guy tackling Leonard Fournette is faster.

The funny thing, the guy that tackled Fournette ran a 4.33 at the combine. Davis was said to be faster than him last year as well.
