Unless this is a link to an old article, he's done this "ranking" before and had pitted Tennessee against Arkansas back then as well.

Go ahead and mark your territory as a Clay Travis fan. Go right ahead. 
Clay has an axe to grind, for whatever reason. If you enjoy him and respect his "intellect" so much, go read his roadtrip book. He didn't like Fayetteville, because it wasn't "country" enough for him. He felt poor and stupid here and that wasn't his expectation.
He is indeed rustled for some reason.
He throws out clickbait like this on pretty much every SEC fanbase at some point. The central theme is that it is all clickbait.

He has a special hate for Bama and UK as those are the teams that have beaten up his alma mater the most (he was a Vol undergrad and a Vandy law student)

On January 30th, 2010, Travis tweeted "There is a 100% chance that Demarcus Cousins is arrested for something in the next five years. 100%. Write it in stone." I will bet good money Alabama is #1 and Kentucky is #2 when his list of dumb fan bases is done.

Actually, it's the first time he's re-done the list. But yes, it is an update of the first list. #1 will be FSU. Oh, and he never attended UT. His undergrad was George Washington University.

I never really had much of an opinion on Clay Travis, but he just strikes me as an unpleasant person right now.

He was pretty funny when he was first getting going, now not so much. He is making money now so the click hits matter more. On this trajectory he will be the next Skip Bayless (also a VU guy)
