I'm going to go with Athens. Georgia cops are notorious around the south for their brutality and unwavering justice code. They'll pull you over for going 5 miles over the limit. That's why Richt can't keep his guys out of trouble.

Ours is pretty bad but they tone it down big time on game days in my experience
Also most college town cops are bad because they don't have shite else to do

Oxford was bad for a couple years. It's gotten a lot better recently though. I've heard from multiple people and freinds that Gainesville cops are horrible. And it sounds like CS Tex is bad too.
