Elite Xs & Os... but preferably both...
Good recruiting assistants can be hired with regularity... but have a consistent strategic advantage on the field is difficult to find. Hiring good coordinators is a crapshoot.

Depends on the style of coach. If you are going to be extremely hands on like Saban, then X's & O's, but you have to hire lights out recruiters on your staff.
If you are going to be hands off, then recruiter. Hire good x's and o's assistants.
I wouldn't say one is better than another.

Hmm, what about someone who is very good at both, but the media makes them out to be unbelievably good at both?

You have to have both IMO.
I think "Excellent Program Manager" is another category that could either be incorporated with lights out recruiter or put in as a separate category.
