He wasn't dropped, he was a 5* composite on 247 because his average ranking was 32. They rank everyone in the top 32 a 5*, to reflect the 32 teams in the NFL.
Two QBs were given bumps on another site, and the composite updates. They moved up, and Hootie dropped outside of the top 32.
