You could make an argument for A&M, UF, LSU, UGA, Bama, and Auburn and not be wrong if the definition is talent within a 250 mile radius. Lots of crossover. The big key is who can shut the door on the other schools in their base and still recruit outside of it.
For sheer volume in that region it's A&M. They have virtually all of the football producing areas of Texas in that space as well as Western Louisiana, that's about 25 million people. The quality in their recruiting base is much more subjective though. UF has an awfully strong argument.

Tennessee's should be 6 or 7. Tennessee's talent is getting better. Just on instate we are better than Arkansas,Missouri,Kentucky, and Mississippi. Plus we are very close to Virginia which is a great recruting area and close to Georgia. There is alot of talent with 7 hours of UT's campus.

It's entirely subjective. You literally have to travel several hundred miles to find a school that's even capable of competing with LSU for recruits. You're also talking about a state with a population of 4 million. Florida, Georgia, and Texas all have a much larger population, but more schools to compete with over recruits.
If we're strictly talking about the recruiting base, it's hard to be the hold LSU has on it's in-state talent. Every kid here dreams of playing at LSU.

I agree 100%. I personally wouldn't trade the state of Louisiana for any other in the country in terms of quality. Quantity is an issue, however.
The state of Florida is sick with both. It would be hard not to consider them #1.
I personally think FSU is located in the talent epicenter of the country. They are a hop skip and a jump from Georgia, Bama, South La., and South Florida.

Texas is the largest, deepest recruiting pool in the country followed closely by Florida. A&M and UF are, in theory, the only schools in the conferenc that could routinely build championship caliber teams with 100% in-state talent. Both states are recruited heavily by numerous schools though.
In terms of sheer dominance over a solid recruiting ground, it's gotta be Bama. Solid talent and they get pretty much whoeever they want.

3) Alabama (Recruit Florida and Georgia heavily with consistent success)
4) LSU (Recruit Louisiana and Texas heavily with consistent success)

6) ATM

That puts Dallas, Houston, Austin, SA, and regions of East Texas and even Shreveport in A&M's base. Nobody can beat that talent base.
