If the FEDS/FBI found something during their investigation that would comfirm the Newton's "play for pay deal" but not violate any federal laws would they or could they legally turn it over to the NCAA for further investiation?

As long as it the truth and backed up with evidence and facts, they can do whatever they want with the information.

The FBI makes their own rules so the answer is yes.

Can they get the NCAA if they didn't go through the proper channels and inform them immediately when they thought something was up?

What if this information was obtained through a wire tap?

i don't care what the topic is, you better not lie to the FBI--even if exhonerated on the underlying charge. ask Jim Brown.

Not if it's part of the bigger picture.
They won't release that info if it could to lead to what they are actually looking for.

you might add that this is still speculation (or hope, depending on your allegiance)

i'd bet it would be turned over to the ncaa. hell, the NYT would sue for it, probably under the public information act.
