LBJ's "Great Society" ruined the black community..which is ironic considering it was supposed to help them.
Prior to that, only 24% of black children were born out of wedlock. Now 75% of black children are born out of wedlock. The social safety net has created a lack of personal responsibility, especially among poor minorities.
When you can have a kid and know the Gov't will foot the bill, then you simply don't care about practicing safe sex or working to pay for a child. It really is a problem in this country. It is having a negative effect on all races, but even more so in minority communities who were already struggling economically.

it is more than just the drugs. Its a whole pile of issues ranging from war on drugs, how our legal system works, family life, welfare society,and accepted culture.
