According to this research in the Washington Times. They sort the data in a couple of ways, it's a good read.

I saw an article that I'm too lazy to dig up a few weeks ago that compared number of fatal police shootings with number of police interactions (basically how many times the police have an officially reported interaction with a civilian) and found basically the same thing.
When adjusted for interaction, blacks are much less likely to be killed by an officer. The article has some decent ideas as to why this may be.
Bottom line, is that few people are every killed by a cop.

whites 49% of cop killings, more than 49% of us population
blacks 30% of cop killings, around 12-13% of us population.
i'm not sure the author grasps statistical likelihood. clearly race plays a huge factor in who gets shot.

If you want to find whether it's racially motivated or not, you can't look at it at that surface level.
Youu would have to consider a lot of other factors like income, criminal history, education level, etc

By your same line of thinking Sharks are racist to white people because most shark attacks happen to white people. Of course you have to take interactions into account. If a person doesn't go swimming in the ocean he/she has zero chance of getting bit.
Same with cops, if you don't have interactions with them you don't get killed. Black people have around the same amount of interactions with police as white people even though population rate is significantly less. Its even because black people commit around the same amount of crimes white people do, also even though population rate is less. So yes author in op is correct.

What you fail to take into the equation is that young African American males are also much more likely to be involved in what is classified as "violent crimes" (I beleive the FBI stat is X 3 more likely).
